Having dedicated his career to exploring a range of issues related to international politics, Francis has also enjoyed time working with the US Department of State and shared his expertise as a world-class author. After completing his studies of a BA in Classics from Cornell University and a PhD in Political Science from Harvard University, he began working for the RAND Corporation global policy think tank. As a member of the Political Science Department, Francis began to build his astute knowledge of political science, and later went on to become Policy Planning Staff for the US Department of State. He then joined the education sector, becoming the Omer L. and Nancy Hirst Professor of Public Policy at the George Mason University School of Public Policy.
